Well lots of digital cameras that specialize in still photos can take short amounts of moving images.
If you want Mainly moving films...you might be better off with a digital camcorder that can take STILL pictures as well. The trade off here is that the digital camcorders typically don't take very high resolution Still shots....but I think they are getting better.

Film = still photography or motion picture film (usually 16mm or 35mm)

My guess is you are talking about a video feature on a P&S camera.
Any compact digital camera, etc can do that ... but DSLR's are professional tools used by still photographers who used to shoot using a 35mm SLR camera (and still do depending upon the assignment) do not have this feature ... if they need to produce video, then they buy a video camera.
